In accordance with a recent collective bargaining agreement, many employees got their 'summer bonus' in April instead of May or June. Some former employees and employees on maternity leave are entitled to the summer bonus and thus the number of employees is overestimated in months where such payments take place. If these bonuses are paid out the same month every year then they have little impact on the year-to-year change in the number of employees. However, in 2019 the year-to-year change in number of employees is overestimated in April and underestimated in May
