The measurement of the construction cost index is carried out on the basis of the Act on Statistics Iceland and official statistics no. 163. of 21 December 2007. As of the measurement in January 2022, the price of inputs is measured without value added tax. At the same time, Statistics Iceland's survey on wages, earnings and labour costs (ISWEL) is implemented as the main data source to measure labour costs in the construction index. A special act on the construction cost index (No. 42/1987) was in force from 30 March 1987, but expired on 31 December 2021. During the legitimacy period of the act, the value added tax was included in the price measurement.
