Fjöldi bifreiða byggist á að ökutækið sé með skráðan umráðamann eða eiganda og sé ekki skráð ónýtt. Ef ökutækið er komið yfir 14 mánuði þann tíma fyrir lögbundna ástandsskoðun er gert ráð fyrir að ökutækið sé ekki í umferð.
